Overview
When trying to Power on the backup proxy it gives an error message “A general system error occurred: No connection could be made because the target machine actively refused it”
CAUSE
This is caused if the VMware vCenter workflow manager service is not started
Procedure

On the Vcenter server, kindly start VMware vCenter workflow manager service
