Rules Per Security Group Limit Exceeded
Problem description
While doing a File restore for an instance using a public subnet it can cause the below error RulesPerSecurityGroupLimitExceeded :The maximum number of rules per security group has been reached.
Cause
The VPC limit for rules per security group for a region has been exceeded on the AWS side in that region. It defaults to 60.
Resolution
Contact AWS for increasing the VPC limits of that region, via the Service Quotas service.

Or initiate a restore of an instance using a private subnet.
